“MADA” Launches “Raqeb” App to Report Violations and Enhance Protection for Journalists and Human Rights Defenders

Ramallah – 18 December 2025 – The Palestinian Center for Development and Media Freedoms (MADA) today launched “Raqeb”, a cutting-edge digital tool designed to empower journalists and human rights defenders to safely and confidentially report violations and illegal practices they encounter, directly through their smartphones with an intuitive, user-friendly interface.

The Application was developed with funding from the European Union as part of the Engage Project, implemented by Filastiniyat in partnership with An-Najah National University. All content within the App is the sole responsibility of MADA and does not necessarily reflect the views of the European Union.

The launch of this Application comes as part of ongoing efforts to strengthen media freedom and enhance protection mechanisms for Palestinian journalists, amid rising and increasingly diverse violations, including arrests, summons, coverage restrictions, confiscation of equipment, threats, or abuses encountered through social media platforms.

Raqeb provides a digital platform that allows users to file reports of violations in the media and human rights fields, including assaults, arrests, incitement, or other abuses, and upload supporting evidence such as texts, images, videos, audio recordings, and geotagged timestamps. Reports can be categorized by type and tracked for follow-up, creating an organized database that facilitates analysis and statistics to promote transparency and accountability.

The App primarily targets journalists working both in the field and in offices, as well as human rights defenders. It incorporates advanced security features, including encryption and personal data control, ensuring confidential and safe reporting. Users can also access the App through facial or fingerprint recognition, enhancing privacy via biometric authentication.

Some of the key features of Raqeb is user-friendly interface with a simple and direct design enabling easy account creation, incident location tracking, and detailed report submission, comprehensive documentation that allows users to specify the type of violation, the perpetrating entity (Israeli, Palestinian, companies, or social media platforms), the urgency level, and provide detailed descriptions, supported by multiple media formats (text, audio, images, video), interactive map through which users can report incidents in real-time by long-pressing on the location, specifying incident details, type, and priority, and report classification under which users can browse reports by date, type, or severity for easier monitoring and follow-up.

MADA calls on all journalists, activists, and field workers in the media and human rights sectors to download Raqeb, actively participate in reporting violations, and utilize the App to foster a culture of professional documentation. This effort supports transparency, accountability, freedom of expression, and the building of a more just and responsible society.
